China Opens Ingredient Submission Platform, Spot-checks Skin Brighteners via Global Cosmetic Industry

On Dec. 31, 2021, the Chinese National Medical Products Administration (NMPA) opened its long-anticipated cosmetic ingredients safety information submission platform. Here, cosmetic ingredient manufacturers or authorized enterprises can log on to submit ingredient safety-related information, according to ChemLinked.

The NMPA is focused on general cosmetics that contain skin-brightening ingredients such as the banned phenethyl resorcinol.”

A Technical Guidance for the Submission of Cosmetic Ingredients Safety Information also was issued (pending English translation) to outline the correct use of the platform and to standardize the submission of cosmetic ingredient safety information.

In relation, also per ChemLinked, the NMPA is organizing spot-checks of information on the new platform. Currently, it is focused on general cosmetics that contain skin-brightening ingredients such as the banned phenethyl resorcinol.

Skin brightening or whitening claims exceed the scope of general cosmetics. As such, all notifiers are directed to strictly check notification dossiers, prohibit the use of restricted or permitted ingredients beyond their scope or limits, and prohibit illegal claims and exaggerated publicity.
